Serbia and Romania sign the Agreement on Social Security

Minister of Labour, Employment, Veteran and Social Affairs in the Government of the Republic of Serbia, Aleksandar Vulin, and Minister of Labour, Employment, Social Protection and Elderly in the Government of Romania, Dragoş Pislaru, signed on 28 October 2016 in Belgrade the Agreement on Social Security and the Administrative Agreement for the Application of that Agreement.

On that occasion, Minister Vulin stressed that this document assures for Serbian workers in Romania all rights that belong to Romanian workers and, on the other hand, Serbia demonstrates that it is a country which is worth to visit, to work there and to be fully protected.

The Agreement on Social Security between Serbia and Romania pertains to social security, pensions, maternity benefits and child allowances, the Minister explained, adding that the new Agreement has replaced the agreement from the 70s of the last century, which was much narrower in scope. At the same time, he said that he expected that there would be more mutual employment between the two countries, reminding that more border crossings had been opened that have enabled faster and easier communication between the people of the two countries.

He also said that the Agreement had been signed before an important meeting of the Prime Ministers of the two countries, which should take place in Timişoara on 10 November 2016.

This way, as Minister Vulin assessed, two countries show the closeness of their relations and to which extent they are ready to assist each other, by protecting the rights of the citizens that work in the other country.

Minister Vulin thanked his Romanian counterpart for his personal effort and enthusiasm to make the signing of the Agreement possible, but also on the principled position of Romania in connection to the issue of Kosovo and Metohija.

Minister Pislaru stated that the Agreement would, in the first place, help the citizens of Serbia and Romania to attain their rights in an easier and simpler way, stressing also that the Agreement is a reflection of the long-standing good cooperation and friendship between the two countries.

Day of Serbian Language in Romania

The Parliament of Romania adopted the Law on the Institution of the Day of Serbian Language. The initiative to adopt this Law was submitted by the end of 2015 by the Member of Romanian Parliament from the Union of Serbs in Romania, Mr. Slavomir Gvozdenović. The proposal was unanimously adopted by the Parliament on 6 September 2016, and it entered into force on 17 October 2016.

The Law, which bears the number 177/2016, institutes 21 November as the Day of Serbian Language in Romania. This date was chosen because it symbolizes the transition of the Serbs from today’s Romania to the new Serbian alphabet, created by the great reformer, Vuk Stefanović Karadžić. Namely, on this day, in 1826, Dimitrije Pantić Tirol, writer and publicist from Timisoara, informed Vuk Karadžić that he used the new alphabet to print the first edition of “Banat Almanac”, one of the first publications in Serbian language.

The text of the Law in Romanian language can be found here.

The officials agreed that the two countries’ relations are good and friendly and should be developed further, especially in the field of economy and through the work of the Craiova Group in the field of infrastructure, transportation and energy.
________________________________________

In the meeting attended by Prime Minister Ponta, Gojkovic and Zgonea noted that the parliaments of Serbia, Romania and Bulgaria all support the cooperation within the Craiova Group and should soon sign an agreement and organize a trilateral parliamentary meeting.

Gojkovic endorsed the idea of the parliaments of Serbia, Romania and Bulgaria signing a cooperation agreement and lending legal support to the three countries’ extremely important economic cooperation initiative. Gojkovic said she expected an imminent trilateral meeting of the parliament speakers so that the parliaments could help the work of the Craiova Group by passing laws and ratifying agreements.

He urged for a more intensive antiparliamentary cooperation between Serbia and Romania through the exchange of experiences and more frequent contacts between their respective working bodies.

Romanian Prime Minister Victor Ponta, who attended the meeting, endorsed the idea of the trilateral parliamentary meeting, stressing that Serbia, Romania and Bulgaria should look up to the Visegrad Group and help one another, as well as boost economic cooperation.

Ponta also said that Romania is a friend to Serbia and fully supports its European integration, and Gojkovic thanked him for the support saying she was sure the first negotiation chapters would be opened this year.

Gojkovic also met with Romanian President Klaus Iohannis and thanked him for Romania’s decision not to recognize the unilaterally declared independence of Kosovo-Metohija, stressing that Serbia is dedicated to dialogue and the implementation of the Brussels Agreement.

President Iohannis urged to strengthen economic cooperation and restated that Romania supports Serbia’s road to the EU.

Gojkovic also spoke to the President of the Romanian Senate Călin Popescu-Tăriceanu about strengthening antiparliamentary cooperation at the highest level, as well as between working bodies.

The Second Summit of the Prime Ministers of China and countries of Central and Eastern Europe, Bucharest

The Prime Minister of the Republic of Serbia, Ivica Dačić, participated on 26 November at the Second Summit of the Prime Ministers of China and countries of Central and Eastern Europe. The delegation of the Republic of Serbia also included Minister of Energy, Development and Environmental Protection Zorana Mihajlović and Minister of Transport Aleksandar Antić.
At the plenary meeting, held at the seat of the Romanian Parliament, the Serbian Prime Minister expressed Serbia’s strong support to this mechanism of cooperation, adding that it is a common interest to create a better cooperation with China and boost interstate relations. He added that regional cooperation and cooperation with China are foreign policy priorities of Serbia.

The Prime Minister thanked China for having established this mechanism of cooperation and for pulling this project ahead with its activity. This project encourages economic and political cooperation among the countries of the region and with China, strengthens understanding and trust, encourages realization of projects in different spheres that are important for everyday life of citizens and raises the living standards and development of each particular country.
The Prime Minister assessed that the announcement of the project of modernization of the railway from Budapest to Belgrade, which will be carried out jointly by Hungary, China and Serbia, represents a confirmation of the success of this joint cooperation, and expressed his hope that other countries in the region will get included in the project. According to him, Serbia has had excellent and friendly relations with China for almost six decades, and with the establishment of a strategic partnership in 2009 the mutual relations have been raised to a higher quality level and a sound basis for further strengthening of cooperation has been created. The Prime Minister referred to the projects that are already underway: the construction of a section of the motorway between Serbia and Montenegro, the construction of a bridge over the River Danube in Belgrade (Zemun-Borca) and the second phase of construction of the Kostolac thermal power plant.

The Prime Minister of Serbia stated that Serbia is willing to share its good experiences in the realization of joint projects with China with other countries of the region. Serbia has the central position in this part of Europe and is on a crossroads of transport, energy, trade and cultural corridors, and it has always been a traditional bridge between the East and West. In addition, two pan-European corridors intersect in Serbia – Corridor 10 and Corridor 7 – the River Danube, which is a huge potential for cooperation.
The Prime Minister underlined that Serbia proposed that the headquarters of a regional association for infrastructure be located in Belgrade, whose task would be the improvement of cooperation between the EU and the countries of the region, and in particular the boosting of relations between China and Serbia and other countries in the region. He concluded his speech by stressing that for Serbia it would be a great honour that the next summit of the prime ministers of the countries of Central and Eastern Europe and the premier of China be held in Belgrade in 2014.
